INTEREST RATES AND ECONOMIC CONDITIONS ARE MAJOR INFLUENCING FACTORS, WITH RATES SLIGHTLY DECLINING, CAUSING SOME TEMPORARY INCREASES IN BUYER ACTIVITY. HOWEVER, THE OVERALL MARKET REMAINS SLUGGISH, WITH MANY TRANSACTIONS TAKING LONGER TO COMPLETE AND BUYERS EXHIBITING CAUTION. THE MARKET'S PERFORMANCE VARIES SIGNIFICANTLY BY NEIGHBORHOOD, PROPERTY TYPE, AND PRICE RANGE.
